Frontex accuses Belarus of supporting tunnels used by migrants to enter EU states Lithuania, Latvia, and Poland, indicating Belarusian state involvement and use of migration as hybrid warfare.
Since months, tunnels have been discovered in Lithuania, Latvia, and Poland, enabling migrants to enter EU states from Belarus. According to WDR and NDR reports, Frontex suspects that Belarusian state entities support the construction of these tunnels. Frontex's internal analysis states such tunnels could not be built on Belarusian territory without knowledge and support of Belarusian services. There is also a possibility that Belarus uses specialists for tunnel construction and recruits migrants for digging. Tunnels were found near closed border crossings, with the first tunnel detected in Latvia near Silene. In 2026, five tunnels were discovered in Lithuania, facilitating entry of at least 86 migrants from Afghanistan, Pakistan, Iraq, and India. Despite a 44% reduction in irregular border crossings in the first half of 2026 compared to the previous year, Frontex warns that Belarus deliberately supports and steers migration towards the EU as a hybrid warfare tool. EU and member states accuse Belarus of instrumentalizing migration as political pressure, which Belarus and Russia deny.
Confidence: Medium
The deliberate support and facilitation by Belarusian state actors of tunnel construction used for illicit migrant passage into EU states constitutes a hybrid warfare tactic to pressure and destabilize neighboring states by weaponizing migration flows.
