How Russia is Restructuring Its Espionage After Diplomat Expulsions

European countries have expelled almost 500 Russian spies in the past two years, severely disrupting Russia's espionage networks in embassies and consulates. Germany closed four Russian consulates but retained the embassy in Berlin and the consulate in Bonn, which hosts sophisticated, modern surveillance technology. Despite expulsions, about 20 Russian agents remain accredited as diplomats in Germany, but are considered too few to carry out extensive operations and are closely monitored by German intelligence. Russia compensates by deploying agents previously stationed in Africa and using operatives with falsified biographies disguised as businessmen, especially from countries with friendlier governments such as Hungary and Serbia. Russia's intelligence operations have grown more aggressive and reckless since the Ukraine invasion, including disinformation campaigns and political influence networks in Poland and the Czech Republic. The Bonn consulate serves as a hub for reaching international organizations and neighboring countries including France, Belgium, and the Netherlands, with 'traveling agents' exploiting diplomatic accreditation loopholes to conduct espionage abroad with less risk of diplomatic fallout. Austria, having expelled fewer Russian agents, remains a critical base as well. This evolving Russian espionage posture underscores a shift towards modern tech and covert methods to circumvent European counterintelligence measures while maintaining strategic influence.
