On July 26, 2023, about 20 migrants crossed the Belarus-Lithuania border via an underground tunnel and attacked Lithuanian border guards, who then retreated. No injuries occurred. Lithuanian authorities discovered and later blocked the tunnel, initiating an investigation into the incident and the delayed public notification.
On July 26, 2023, a group of approximately 20 migrants illegally crossed from Belarus into Lithuania through an underground tunnel near the Kapčiamesta border post in the Lazdijai district. Lithuanian border guards had detected tunnel digging activity beneath the state border and set a trap. Four border guards arrested the first migrants exiting the tunnel and handcuffed them. Subsequently, about 20 more migrants emerged and attacked the border guards, forcing them to retreat. The migrants, including those handcuffed, then fled back into Belarusian territory. No injuries were reported among border guards or migrants. The Lithuanian State Border Guard Service had not publicly disclosed the attack until August 5, 2023, citing ongoing pretrial investigation led by the Alytus District Prosecutor's Office. The tunnel was approximately 11 meters long and located about 9.5 meters inside Lithuanian territory, beneath the patrol road, with no tunnel exits on the Lithuanian side. Lithuanian Prime Minister Mindaugas Sinkevičius criticized the delay in public disclosure and ordered an investigation into the late information release and conduct of border guards. Following investigation activities, the tunnel was filled in. The incident represents an illegal border crossing attempt using subterranean means and a physical assault on state border personnel.
Confidence: High
The incident involved hostile actions by irregular actors (migrants) crossing a national border illegally by covert means (underground tunnel) and physically assaulting state security forces (border guards), fitting the taxonomy of cross-border raids under unconventional paramilitary operations in hybrid warfare context. The involvement of a physical tunnel and coordinated attack indicates planned hostile hybrid tactics rather than spontaneous migration.
