Latvia's Saeima approved changes to the National Guard law on 30 April 2026, introducing a new 'National Guard Supporter' status to allow civilians who cannot serve due to health or age to assist with knowledge and skills.
On 30 April 2026, the Latvian Saeima approved amendments to the National Guard (Zemessardze) law to strengthen national defense through wider societal involvement. The changes create a new 'National Guard Supporter' status for adult Latvian citizens and organizations who cannot join active service due to health or age but wish to support the National Guard with their expertise and skills. Eligibility excludes individuals with criminal records, ongoing criminal accusations, drug or psychiatric registration, or ties to former Soviet or non-EU/NATO security services. The law establishes compensation for supporters engaged for 8+ hours per day and covers paid health care for injury or death in duty-related activities. The government will further define supporter duties and cooperation methods by year-end. The reform also allows internal affairs service personnel to join the National Guard and enables partial compensation for reservists and volunteers. This legislation aims to improve force sustainability and personnel quality while expanding public participation in Latvia’s state defense.
