Hungary Collaborates with Russia to Block Ukraine's EU Accession Using Minority Rights and Energy Leverage

From late 2023 through 2025, Hungary actively collaborated with Russia to hinder Ukraine's progress toward EU membership and undermine EU sanctions against Moscow. The Hungarian Foreign Minister Péter Szijjártó held numerous secret calls with Russian counterpart Sergey Lavrov, sharing sensitive EU negotiation details, promising to forward EU documents via the Hungarian embassy in Moscow, and aligning on policies favoring Russian interests. Hungarian Prime Minister Viktor Orbán threatened to veto EU decisions on Ukraine, used the pretext of ethnic Hungarian minority rights in Ukraine to stall negotiations, and secretly met Putin in July 2024 while holding the EU Council presidency. Hungary worked with Slovakia to block EU energy sanctions, ensuring continued Russian gas supplies through payment channels involving OTP Bank. These efforts were described by EU officials as disloyal and tantamount to a fifth column within the EU, directly undermining the Western coalition's cohesion against Russian aggression. The coordination coincided with Hungary's fraught domestic political scene and external influences from Russia and the U.S. The leaked conversations revealed a submissive stance from Szijjártó toward Lavrov and indicate deliberate deception of EU partners, raising serious concerns about Hungary's role in Moscow's hybrid warfare strategy.
