Analysis of 61 European drone sightings in fall 2025 found most reports unconfirmed or false, with only 3 confirmed Russian drones near Ukraine. Many misidentifications and limited detection systems caused panic. Increased counter-drone investments followed.
Between September 9 and November 27, 2025, 61 drone sighting reports across 11 European countries were analyzed revealing mostly inconclusive results. Among these, 14 sightings were confirmed not to involve drones, 41 had no evidence or origin unknown, 3 were confirmed Russian drones located only in Poland, Romania, and Moldova near Ukraine, and 3 were hobby or tourist drones. Many sightings were misidentifications of helicopters, cargo planes, bright stars, or ships. Human observation without technical verification dominated, reducing reliability of reports, and drone detection systems were largely absent except in Belgium where new systems led to fewer sightings. There is scarce evidence of Russian involvement in Western European incidents. The panic led to increased investments in counter-drone systems in Belgium and the Netherlands. National investigations remain ongoing.
Confidence: High
Despite some confirmed Russian drones near Ukraine, the majority of European drone sighting reports lacked confirmation or evidence of hostile activity, were due to misidentifications, or involved hobby drones. Limited technical verification reduces confidence in general claims of hybrid attacks in Western Europe.
