Riga secured 7 million euros to develop 150 civil defense shelters, utilizing public and private spaces and seeking legal framework improvements.
On April 16, 2025, Riga announced a breakthrough in organizing a network of civil defense shelters, having allocated 1.2 million euros from its budget and recently attracting an additional 5.8 million euros from EU funds, totaling 7 million euros. This funding aims to establish about 150 secure shelter locations across Riga utilizing dual-use underground spaces such as commercial center basements, parking garages, and warehouses. Authorities plan to introduce a co-financing mechanism for shelters in private properties, resembling models used for facade renovation and energy efficiency improvements, with the municipality covering part of the costs. To support efficient implementation, amendments to the Civil Protection and Disaster Management Law are urgently needed to define shelters and safe locations. The Riga Property Department's capacity has been enhanced to manage the rollout, and the next Riga City Council will bear responsibility for continuing the project and using funds efficiently amid the ongoing geopolitical tensions.
Confidence: High
The event describes proactive defense preparations by Riga authorities to establish a network of civil defense shelters with specific funding and legal efforts, with no indication of aggressor action.
