Russia's Kaliningrad border with Poland and Lithuania is reported to be poorly guarded due to troop redeployments to Belgorod, with the FSB resisting formation of a veteran border protection force.
On or before 10 August 2024, the border between Russia's Kaliningrad exclave and its neighbours Poland and Lithuania became reportedly thinly manned due to personnel redeployments. Approximately 83% of the personnel have been sent on missions to the Belgorod region, leaving only 17% guarding the Kaliningrad border. Of about 150 deployed personnel, 120 returned but then went on a two-month vacation before resuming training and missions, increasing reliance on conscripts. The FSB reportedly resists establishment of a specialized expanded border protection force recruited from veterans who previously served in elite border defense units such as the Motorised manoeuvre group (MMG) and Airborne Assault Maneuverable Group (DShMG), possibly due to concerns about protecting institutional roles or veteran loyalties. The FSB has controlled Russia's Border Guard Service since 2003. This information was reported by the VChK-OGPU Telegram channel citing an internal-source perspective. The border thinning raises concerns about Russian border security near NATO states Poland and Lithuania.
Confidence: High
The event describes a Russian internal border security weakness and troop redeployment that reduces border protection of Kaliningrad adjacent to NATO states Poland and Lithuania. This is a hostile situation reflecting Russian military and FSB handling of border defense. The FSB resisting veteran recruitment indicates internal institutional conflict but does not suggest defensive allied measures, thus is classified as aggressor activity with high confidence.
