Latvian Border Guard chief confirms Belarusian authorities knew about migrant tunnels dug under Latvia-Belarus border; two tunnels found in Latvia, twelve in Lithuania; talks ongoing about involving young conscripts in border protection.
The Commander of the State Border Guard of Latvia, Guntis Pujāts, stated on August 27 that the two tunnels found on the Latvia–Belarus border were undoubtedly dug with knowledge of the Belarusian authorities. Latvia has discovered two tunnels, while Lithuania has found 12 migrant tunnels. Pujāts expects more tunnels to be discovered in the future, but currently there are no signs indicating where the next tunnel might be. The latest tunnel discovered at the end of August was more than 10 meters deep on the Belarusian side, concealed by trees and bushes. The tunnel was about 0.8 meters in height and width, at least 30 meters long, with substantial construction including supports and a plywood roof. The presence of lookouts on the Belarusian side using technical equipment to monitor the digging was highly likely, enabling the construction to remain undetected by Latvian border guards. Pujāts affirmed that no unauthorized crossing via these tunnels has succeeded, with all border violators apprehended immediately. He also mentioned efforts to involve young conscripts from the State Defence Service into border protection, but noted the lack of support from the Ministry of Defence and National Armed Forces. Currently, there are two national defense services focusing on border duties independently, and no agreement has been reached to unify training and operational systems.
Confidence: High
The tunnels were constructed under the Latvia-Belarus border with apparent knowledge and tacit approval of Belarusian authorities, indicating an active attempt to undermine Latvia's border security. The tunnels serve as unconventional means for cross-border unauthorized movement, which is hostile to Latvia's sovereignty and security. This constitutes hostile hybrid activity, rather than mere defense or preparation.
