Multiple Russian spies have been exposed in Brazil since early 2022, posing as locals with forged documents and being trained for foreign deployments.
In May 2022, Russian intelligence officer Sergei Cherkasov, using the alias Victor Muller Ferreira, was expelled from the Netherlands after being identified by the CIA. Returning to São Paulo, he was arrested by Brazilian federal police for document forgery involving a fake birth certificate and official Brazilian documents including tax ID, driver's license, military service certificate, and passport. Following this case, Brazilian and international security agencies uncovered additional cases of suspected Russian agents in Brazil and elsewhere in South America. These spies had created local identities for use in operations abroad, highlighting Russia's covert espionage efforts in the region amid ongoing conflict in Ukraine.
Confidence: High
The article explicitly states Russian intelligence officers operated covertly in Brazil establishing false local identities for espionage and were uncovered by domestic and international agencies, involving clear hostile espionage acts.
