Moscow recruits low-skilled agents to perform sabotage and vandalism in Europe to destabilize the region. In May 2024, operatives tagged walls in Paris as part of such an operation.
Since February 2022, Moscow has been recruiting low-skilled operatives to conduct destabilization actions in Europe. These agents are paid about 1,000 euros and are often unaware of their true employer. In spring 2024, in Sofia, Bulgaria, Mircho Angelov recruited graffiti artist Georgi Filipov, under the guise of organizing peaceful protests regarding Gaza. Filipov and Angelov traveled to Paris from May 12 to 14, 2024, tagging red hands on walls as an act of vandalism aiming to generate unrest. Filipov received 1,000 euros after the operation. The incident was discovered by a security guard during an early morning operation, forcing their flight from Paris to Brussels and back to Sofia. Investigators keep focusing towards the East, implying Russian involvement in destabilization operations.
