EBU's 2025 report details over 60 Russian hybrid attacks in Europe including cyberattacks, arson, sabotage, and election interference, driven by disposable agents recruited online.
The EBU Investigative Journalism Network released a comprehensive report on 12 March 2025 exposing more than 60 confirmed or suspected Russian hybrid warfare incidents across Europe during 2024. The acts include cyberattacks, arson, vandalism, sabotage, and influence campaigns targeting elections, executed by low-level operatives recruited through social media platforms. Interviews with 20 officials from 10 countries highlighted the attacks' increasing frequency and brazenness, emphasizing that these threats affect the whole of Europe beyond Russia’s immediate neighbors. Rooted in Soviet military doctrine but adapted to the digital era, Russia’s hybrid war tactics now rely less on traditional intelligence officers and more on disposable agents online. NATO's Deputy Assistant Secretary General warned of the long-term nature of such threats. The report was collaboratively produced with several European public broadcasters, marking the largest pan-European investigative journalism effort by the EBU to date, aimed at raising awareness and helping protect democratic societies from hybrid threats.
Confidence: High
The event clearly involves hostile Russian hybrid warfare actions involving covert attacks such as cyberattacks, arson, and sabotage across multiple European countries, with direct confirmation from multiple official and expert sources. It details aggressor activity without describing defensive responses.
