A Colombian-Russian dual citizen man was arrested for planning attacks in Lithuania targeting Ukraine-bound drones stored in Šiauliai.
On July 10, 2025, Colombian police named 21-year-old Jesús Ramos Santos, a Colombian man with Russian citizenship, as the suspect of planning terrorist attacks in Lithuania. Santos arrived in Lithuania from Russia, targeting Ukrainian drones stored in the northern city of Šiauliai, which houses NATO’s air policing mission. Santos grew up in St Petersburg and left Russia in 2022 to avoid conscription following the full-scale invasion of Ukraine. He moved to Spain seeking asylum but returned to Russia in 2023 to support his ailing mother. Attempts to return to Spain via the Baltic states in September 2024 led to his detention in Bulgaria, where he was charged with terrorism and later deported to Colombia. The information is based on independent Russian media Agentstvo and Colombian police; LRT could not independently verify the details.
Confidence: High
This event clearly describes an aggressor action involving a terrorism plot targeting Ukrainian NATO drone shipments in Lithuania by a Colombia-Russian dual citizen. There is no information about defensive or preparatory response activities described.
