NATO eastern flank countries Poland, Baltic states, Romania, and Bulgaria face increased Russian sabotage, cyberattacks, drone incursions, and election interference linked to Russia.
Six NATO members on the eastern flank, including Poland, the three Baltic states, Romania, and Bulgaria, have experienced escalating Russian hybrid warfare activities such as sabotage, cyberattacks, airspace violations, and election interference. These actions include rail line sabotage in Poland, drone incursions over Romania, cyberattacks targeting critical infrastructure in the Baltic states and Bulgaria, and disinformation campaigns. Polish Internal Security Agency arrested 44 people linked to spying and sabotage on Russia or Belarus' behalf since 2022. Notable incidents include two rail line attacks in Poland on 16 November 2025 allegedly by Ukrainian citizens employed by the Russian FSB, and 29 unauthorized Russian drone incursions into Romanian airspace. Bulgaria's defense industry may have been targeted by sabotage connected to Russian proxies. These states' proximity to Russia or Belarus and their support to Ukraine have made them more vulnerable to these cross-border hybrid tactics.
Confidence: High
The report provides specific, multiple, coordinated hostile activities attributed to Russia, including sabotage attacks, cyber warfare, disinformation campaigns, and unauthorized drone incursions, supported by arrests and official statements.
