Finland's Institute of Land Survey was unable to perform its annual aerial GPS/GNSS scanning of southeast Finland during summer 2024 due to continuous GPS/GNSS jamming, causing estimated losses of millions of euros.
During summer 2024, Finland's Institute of Land Survey was unable to conduct its yearly GNSS-positioning and laser scanning over southeast Finland because of persistent GPS/GNSS jamming. The jamming activity has been ongoing 24/7 since July, severely disrupting aerial data collection used for creating inventories and 3D models of fields and forests. Estimated financial losses amount to millions of euros. Seeking to mitigate the disruptive impact, the Institute is developing a real-time GNSS-jamming detection system and has been offered an existing system capable of detecting jamming in areas with air traffic and ADS-B coverage. The persistent jamming represents a serious interference with Finland's geospatial operations and reflects broader hybrid warfare tactics.
Confidence: High
Aggressor true: Persistent GPS/GNSS jamming disrupting Finland’s aerial surveying is described as an ongoing hostile interference consistent with hybrid warfare tactics. signal_type HYBRID_SIGNAL: The primary focus is on the hostile jamming incident and its impact, rather than primarily on Finland’s defensive preparations.
