She described how Vladimir Putin leverages vulnerabilities such as ethnic and religious tensions, political polarization, and corruption to manipulate and extort US political and social actors. Hill traced Putin’s influence tactics back to his KGB background, noting his skill in exploiting individuals' personal weaknesses for control. She also highlighted how Russian disinformation campaigns, including those during the 2016 US election, seek to divide American society and undermine democratic institutions.
