Russia is militarily upgrading the Baltic Sea region with a large OTH radar near Kaliningrad and other facilities, tracked closely by Finnish SAR satellite operator Iceye using advanced AI for automatic detection. These efforts enhance electronic warfare and sensor capabilities, complicate regional security, and involve escorted covert naval shipments linked to sanctions evasion.
Russia is constructing a large Over-the-Horizon (OTH) radar installation near Gvardeysk in the Kaliningrad region, comprising three antenna arrays each over 500 meters long, designed to detect aircraft and missiles at ranges of approximately 900 to 3000 kilometers, covering countries including Germany, France, and the United Kingdom. The installation is double-fenced and, together with other facilities such as a circular antenna near Chernyakhovsk, forms part of a broader Russian effort to enhance sensor capabilities and electronic warfare in the Baltic Sea region. Iceye, a Finnish SAR satellite company, obtained and analyzed previously unpublished images and data revealing this buildup. Additional Russian military enhancements include new barracks, logistic and training facilities in Karelia and Leningrad Military District, restoration of an equipment depot north of Petrozavodsk, increased readiness at a mobile S-400 surface-to-air missile site near Baltiysk, construction of protective shelters for combat aircraft at the Chkalovsk naval airbase, and a large munitions complex near Pavlovka in Belarus. Iceye also uses AI to monitor Russian naval movements around the Baltic, distinguishing warships from merchant shipping and identifying unusual vessel behaviors, including covert movements of sanctioned ships such as the Russian-flagged cargo ship Sparta escorted by the Udaloy-class destroyer Admiral Levchenko and accompanied by a tanker and supply vessel on routes from Baltiysk to Syria. These escorted 'dark vessels' operate with intermittent AIS transmissions and falsified destinations to evade detection but are tracked by Iceye satellites employing automatic recognition methods. The Russian military accompaniment of sanction-evading convoys is selective and not comprehensive due to limited naval resources. Iceye's rapid growth and cooperation with German defense firm Rheinmetall and Finnish Nokia indicate its central role in European efforts to establish independent surveillance and secure satellite communication capabilities. The report highlights increased hybrid warfare risks in the Baltic Sea, including drone overflights, cable sabotage, GPS disruptions, and cyberattacks.
Confidence: High
The signal involves Russian military expansion including installation of a long-range OTH radar complex and other military infrastructure facilitating enhanced electronic warfare and surveillance in the Baltic, alongside covert military shipping escort activities circumventing sanctions. These constitute direct hostile hybrid warfare activities.
