On May 21, 2024, Donald Tusk, President of the European People's Party, highlighted a security threat to Poland involving Russia’s accumulation of thousands of migrants near the border. Tusk suggested Russia might use this migrant buildup as part of a broader hybrid warfare strategy to destabilize Poland and pressure the EU. This tactic involves weaponizing migration flows to create border crises. Tusk called for heightened vigilance and stronger EU cooperation to prevent potential assaults or a forced migration influx that could destabilize regional security. His statements reflect concerns about Russia’s unconventional aggression against NATO and EU member states amid the ongoing conflict in Ukraine.
