In 2023, Lithuania handed over 1,193 illegal migrants to Latvia who entered via Belarus, with many migrants arrested at Lithuania's borders and some leaving Latvian migrant centers illegally.
During 2023, Lithuanian border guards transferred 1,193 illegal migrants to Latvia; these migrants had entered Latvia from Belarus. Two-thirds of these migrants were apprehended by Lithuanian police and border guards primarily at Lithuania's borders with Latvia and Poland, while one-third were detained in Poland and handed over to Lithuania. In addition, 256 migrants had illegally left Latvian accommodation centers for foreigners. Meanwhile, 937 migrants illegally crossed Latvia's border from Belarus attempting to move through Lithuania to Germany and other countries. Lithuanian police also arrested 168 human smugglers transporting illegal migrants, 53 of whom were Latvian citizens. This indicates the visible part of a larger human smuggling operation affecting the Baltic migration routes.
Confidence: High
The event describes active hostile activities related to illegal migration flow and human smuggling, which are part of hybrid warfare tactics used to destabilize border regions. Lithuania's border guards and police arrested migrants and smuggling networks, indicating ongoing aggressive migration pressure likely linked to Belarusian facilitation, which is recognized as a hostile hybrid tactic against Baltic states.
