Kremlin conducts coordinated information warfare against the Baltic states involving intelligence-led propaganda, media influence, and pro-Kremlin activist networks.

Leaked documents from the Russian Presidential Administration reveal Kremlin-led information warfare targeting the Baltic states. Aleksejs Żuravļovs heads the interregional and cultural relations department since 2021, coordinating intelligence operatives' efforts to interfere in internal affairs of Baltic countries, Moldova, and Belarus. Propaganda theses are created under his supervision for dissemination by Kremlin agents. Additional analysis reveals that Latvian Russian-speaking journalists with Kremlin ties received awards from the Russian Embassy, and Russian nationalist flash mobs and propaganda groups are active within Baltic Russian-speaking communities, promoting pro-Kremlin narratives and hostility toward NATO and locals. Furthermore, a Moscow-based 'antifascist headquarters' is coordinated by Sergejs Vasiļjevs, a Kremlin sympathizer and Latvian terrorism financing suspect, conducting operations including IT infrastructure setup to support their activities. Propaganda and symbolic actions such as orders for monument replicas opposing Baltic fascism are part of the campaign.
