Lithuania extends and expands its border counter-mobility defence measures along borders with Belarus and Russia's Kaliningrad, delaying deadlines and increasing scope to slow hostile forces.
Lithuania's government has amended its counter-mobility measures plan by establishing a new defence zone along borders with Belarus and Russia's Kaliningrad region. The counter-mobility strip will extend from 20 meters wide to 150 meters in military designated areas to slow or prevent hostile military movement. The deadline for completing engineering equipment parks at military sites is extended from April 2025 to the end of 2028 due to an increase from 27 to 50 planned parks. Reserve obstacles and explosive-fitted bridge structures deadlines are also extended to 2028. The focus is shifting from tree barriers to creating marshes by 2030 to impede heavy military equipment. Certain drainage ditch projects have been dropped in favor of more suitable locations. The plan could require an additional 50 million euros from the State Defence Fund between 2026 and 2030. Lithuania began counter-mobility park development in 2023, using lessons from Russia’s war in Ukraine, including a three-tier defence line with measures planned at 3, 20, and 50 km from the border.
Confidence: High
The information details defensive preparations by Lithuania to slow and prevent hostile military movements on its borders, with no indications of offensive or aggressive operations. The actions are explicitly defensive and preparatory.
