Russian state-linked actors control about one-third of pro-Kremlin public-political Telegram channels targeting the Latvian segment, spreading anti-Latvian and pro-Russian narratives under the guise of angry Latvians.
Since Latvia banned Russian federal TV channels, Kremlin propaganda has shifted predominantly to Telegram within Latvian public-political discourse. Analysis by The Insider covering 72 Latvian political Telegram channels since January 2025 reveals 65 Russian-language channels promoting pro-Kremlin and anti-Ukrainian narratives accounting for about one-third of the segment's content. These channels are run mostly by Russian propagandists posing as disgruntled Latvians but are operated from outside Latvia—mainly from Russia and Belarus. The channels spread narratives about the oppression of Russian-speaking populations, rising Nazism in the Baltics, economic hardship blamed on sanctions for the war in Ukraine, and promote rapprochement with Russia. Key channels include those led by former Latvian MP Alexey Roslikov (in exile in Belarus), Baltnews editorial team linked to Russia Today in Moscow, the 'Antifascists of the Baltics' led by Sergei Vasilyev accused of espionage for Russia’s FSB, and other Russia Today-affiliated journalists. Their coordinated reposting amplifies Kremlin messaging targeting Latvia’s internal politics and societal cohesion. The network includes at least one channel linked to the disinformation apparatus of Yevgeny Prigozhin, reflecting coordination with Russian hybrid warfare efforts. This propaganda campaign serves as an instrument of Russian political and informational subversion within Latvia.
Confidence: High
The incident reflects deliberate coordinated efforts by Russian state-linked actors to spread disinformation and propaganda to destabilize Latvia politically and socially using covert information operations on social media platforms, fitting hybrid warfare tactics targeting societal cohesion and political processes.
