Deliberate sabotage of cables and equipment, supported by hostile neighboring regimes, failed to stop the smart border infrastructure construction on Latvia's eastern border, which continues on schedule despite damage and natural challenges.
On Latvia's eastern border, the construction of smart border infrastructure continues despite deliberate sabotage of cables and distribution cabinets, as well as damage caused by recent storms. These hostile acts, supported by neighboring regimes, aim to disrupt technological infrastructure deployment and delay the future smart systems. Deliberate damage to video surveillance posts, distribution cabinets, and cables have been recorded, alongside storm damage affecting some border segments. The large-scale project 'Automated Border Surveillance Infrastructure' has proceeded on schedule during Q3 2026 along the Latvia-Belarus and Latvia-Russia borders. On the Latvia-Belarus border, 81.7 kilometers (over 72%) of the first segment have been equipped with modern technology, with construction finished on 8 of 11 sections and final testing ongoing for the rest. The second segment has 19.9 km (33.17%) operational, and work is finalized in other parts pending documentation approval. Design is complete and construction preparations underway for the eighth segment. On the Latvia-Russia border, despite difficult terrain and soil conditions, 28% of planned infrastructure was built during the quarter. Additionally, technological security and personnel capacity are being strengthened with training on new long-distance surveillance systems and upgrades to lightning protection, anti-fall systems, warning lights, and direct signal transmission to border units. This comprehensive smart infrastructure rollout aims to detect threats before they cross the border and enable immediate response. The project is implemented by the State Border Guard in cooperation with the Latvian National Radio and Television Centre and the National Supply Agency, co-financed by the EU under the financial instrument for border management and visa policy (2021-2027), with the Ministry of Interior as the managing authority.
Confidence: High
Deliberate, targeted sabotage of border surveillance cables and infrastructure supported by neighboring hostile regimes demonstrates hostile hybrid warfare activities aiming to disrupt border security technology deployment.
