A Romanian passport scam enabled thousands of Russians, some using stolen names of fallen Ukrainian soldiers, to obtain EU citizenship and Schengen access, posing a security risk to the EU.
On December 25, 2025, a report from Le Monde revealed a large-scale Romanian passport scam facilitating EU access for thousands of Russians, including proxies of the Kremlin and Russian security officers. Exploiting Romania's citizenship restitution laws for descendants of former Romanian citizens from Northern Bukovina (annexed by the Soviet Union in 1940), Russian applicants obtained Romanian passports, allowing legal residency and freedom of movement in the EU Schengen zone. Disturbingly, some Russians submitted identity documents stolen from deceased Ukrainian soldiers, indicating manipulation and criminal intent. The Romanian National Authority for Citizenship acknowledged passport fraud instances involving Russian nationals. The scam spans regions such as Botoșani County, Suceava County, and the town of Vârfu Câmpului, with Bucharest as the administrative center. This operation raises serious national security concerns amid ongoing Russian hybrid warfare tactics aimed at infiltrating the EU. The Romanian government and EU officials are reportedly alarmed by the exploitation of citizenship laws facilitating Kremlin influence and espionage within EU borders.
Confidence: High
This event describes a hostile aggressor operation whereby Russians exploit Romanian legal frameworks to gain EU access, constituting a political/legal subversion effort by hostile actors. There is no mention of defense preparations.
