As of mid-April 2025, Moscow has not transferred €3.5 million for pension payments to Russian pensioners in Latvia, according to Latvia's social insurance agency VSAA.
On April 17, 2025, the State Social Insurance Agency of Latvia (VSAA) reported that Russia had still not transferred €3.5 million needed for pension payments to Russian pensioners residing in Latvia. Moscow missed the deadline to finance full pension payments for 2025. This amount was expected to cover pensions, including military pensions, under agreements between Latvia and the Russian Federation. A portion of the money for April pensions, about €21,369, had been received but not yet distributed. The Latvian institution called on Russia to fulfill its obligations as per treaties regulating pension payments since 2011. Historically, over 9,700 Russian pensioners in Latvia receive pensions via this arrangement. The failure to transfer funds impacts the social payment schedules for these pensioners.

Therefore, it is not classified as aggressor or defense event but is relevant to econom...
