Germany plans to authorize its intelligence agencies to actively sabotage and counter adversaries domestically and internationally, expanding beyond information gathering.

Germany is planning to expand the operational scope of its intelligence services, specifically the BND (Federal Intelligence Service) and the Verfassungsschutz (Federal Office for the Protection of the Constitution). According to a plan by the Federal Ministry of the Interior, these agencies will be authorized to actively engage and take measures against adversaries domestically and abroad, including sabotage and counter-operations, marking a significant change from their previous mandate of information gathering only. Germany currently has 19 intelligence agencies, including the BND, the Military Counterintelligence Service (MAD), and the Federal Office for the Protection of the Constitution along with 16 state-level offices. The intelligence services so far have fewer powers than in most other countries.
